The U.S. Postal Service has unveiled proposed new pricing incentives that would effectively reshape the future of mail and provide benefits to both business customers and the Postal Service. The current pricing structure for postal products relies primarily on a weight based system. The new plan – sent to the Postal Rate Commission (PRC) as part of a 2007 price adjustment proposal package – combines weight with shape to allow the Postal Service to better align prices with processing costs to ensure every type of mail covers its costs. The USPS Rate and Structure Change is effective May 14, 2007.
Since Shape-Based Pricing deemphasizes an item's weight in favor of a size, thickness and weight combination, you will see a major shift in the USPS' mailing cost structure. Due to shape variations, letters, flats and parcels will now all be priced differently because they are all handled and processed differently.

Shape-Based Pricing mean its more important than ever to consider the type of mail peice you are sending. With the United States Postal Service® new meter migration deadlines quickly approaching, it's time to make sure your business can keep pace. We want you to stay informed by providing you with important deadlines established by the USPS®. In an effort to reduce tampering and fraudulent misuse of company postal funds and meters, the USPS® has issued a phased migration plan which requires all postage rotary meters to be replaced by digital mailing machines with enhanced security features, including the preferred information based indicia (IBI).

The new digital IBI meters will permit detection of counterfeit indicia by imprinting a unique digital bar code that enables the USPS® to verify postage is legitimate and accurate, under the new USPS® revenue protection program.
As a result, rotary postage meters not currently equipped with an automatic shut-off option must be replaced by December 31, 2006 (Phase 3). And all other rotary postage meters must be replaced with digital printing meters that meet USPS® requirements by December 31, 2008 (Phase 4).
